Monday. Five governments, each building something to keep something in.

PUTRAJAYA. In Putrajaya, the communications minister confirmed on 14 October that work is under way on a sovereign AI cloud for classified government data, to be managed by the regulator and his ministry. Budget 2026 proposed RM2 billion for it. The worry is foreign law: “We have observed that some countries have policies and laws that could make the use of public clouds less secure.” Which providers, what design, what timeline: not specified.

A cloud built to keep secrets, and so far it has kept every one.

HANOI. In Hanoi, the science ministry reports Vietnam 43rd of 139 economies in WIPO’s Global Innovation Index, up one place. It ranks first in the world for high-tech exports as a share of all exports. For receipts from IP fees and licences it ranks 110th; for scientific publications, 106th. The target is the top 40 by 2030. The minister: “the next step will require greater investment from businesses.”

SURAKARTA. In Surakarta, Indonesia’s deputy communications minister, Nezar Patria, told a national convention of public relations officers on 17 October that his ministry is studying a regulation to label AI-generated content. He recalled the Hong Kong video call in which a company lost US$25 million and every participant but one was fake. In an age when machines can forge speech, he said, credible speech is the rarest asset.

He said it to a hall of public relations officers. Somewhere a price went up.

“Who labels the label?” asked the boy.

“The ministry.”

“And who checks the ministry?”

“Someone who has met it in person.”

SINGAPORE. In Singapore, the minister Josephine Teo told Singapore International Cyber Week that “Bad actors are already motivated to steal sensitive encrypted data”, to open once quantum computers can. Critical infrastructure owners are expected to finish moving to quantum-safe encryption by 2031. Everyone else whose exposure is serious will be asked to aim for 2035. A grant will fund pilots.

The burglars have already carried the safe home. The owners have until 2031 to change the lock.

ZAGREB. In Zagreb, the minister Damir Habijan presented a national AI plan on 16 October: €932.1 million to 2032, 33 measures in the first phase, a large language model for Croatian, an assistant inside the e-Citizens portal. It was drafted by 133 people from 55 institutions in more than 80 meetings. Consultation: 30 days. People, he said, “must remain at the centre.”

A hundred and thirty-three humans, eighty meetings. The centre is getting crowded.

Chuang Tzu said the fish trap exists for the fish; catch the fish and you may forget the trap. Words exist for meaning; catch the meaning and forget the words. Where, he asked, is the man who has forgotten words, so I can have a word with him? Today every capital was polishing its trap. Hanoi admired its ranking, Zagreb its meetings, Putrajaya its cloud, Surakarta its labels. Only the thieves in Singapore have gone home with the fish.
